Berlin (dpa) – Aid for Africa should be redesigned in order to create jobs and prevent the flow of refugees to Europe, according to German Development Minister Gerd Mueller.

Mueller – a member of the ultra-conservative Christian Social Union (CSU), Chancellor Angela Merkel’s Bavarian sister party – wants future aid to be directed towards the development of stable economic structures, instead of towards individual projects, the economic newspaper Handelsblatt reported Thursday.

African governments willing to undertake reforms would receive more money that those that were not, under a proposed “Marshall Plan with Africa.”

The concept would be undertaken through cooperation with German firms working in Africa.
